Did you try the step-by-step list of instructions above? Put your iPod Touch
in DFU mode and restore it.

I always tell people to go with BlackRa1n, but a lot of people have been
complaining that they encounter errors and stuff... I should make a tutorial
or something.

I've had the EXACT same issue. What you need to do is to put your iPod in
DFU mode. Plug your iPod into your computer, and make sure it shows up in
iTunes (or that you hear that beeping noise to show it was connected). Shut
it off by holding down the menu AND the lock button for 10 seconds. Some
time during this 10 seconds, your iPod WILL disconnect and you WILL hear
that 'disconnect' beeping noise from your computer. This is ok; its supposed
to happen. After the 10 seconds is up, let go of the LOCK button (the button
on the top of the iPod), but keep holding on the home button (the button on
the bottom of the front of the iPod) for another 20 to 30 seconds. Your
computer might say that it's installing a new device called "iPod DFU Mode"
or something along those lines. This is ok, and do NOT cancel it (should it
appear). Eventually, it will pop back up in iTunes.
At this point, I'd recommend getting a clean copy of the iPod Touch firmware
(Go for 3.0). Try this site here; http://www.felixbruns.de/iPod/firmware/
Make sure you select the 3.0 (NOT 3.1 or 3.0.1) firmware for the correct
generation of your device. If you need help picking the right one, let me
know. After you've downloaded it, go into iTunes, and click your iPod on the
left-hand side menu. If you're on a mac, hold down OPTION, click "restore",
and select the firmware you've just downloaded. It ends in ".ipsw" and looks
like a box. If you're on a PC (windows), hold down SHIFT, click restore, and
again, select the firmware. Just let it go now, and it SHOULD restore your
iPod Touch back to normal. I can't guarantee anything, nor can I guarantee
that my advice will fix anything, but i hope it works for you!

I tried Plugging it in and it just keeps beeping, what do i do to fix this problem?

P.S. while it is plugged into the comp. it just keeps making this beeping noise as if it was connected.
